At a glance

  • The City of Santa Clarita doesn't issue or require business licenses, but Los Angeles County licenses certain activities inside the city, such as restaurants, auto repair and massage establishments.
  • Running a business from home inside city limits takes a home occupation permit, and a homeowners policy usually covers little of the business itself.
  • Film permits require a certificate and an endorsement naming the City as additional insured, with at least $1 million in general liability.
  • Contractors pulling building permits must declare their workers' comp coverage or exemption under California Labor Code section 3800.
  • Carriers we quote from 25060 Avenue Stanford include NEXT, Travelers and Mercury Insurance. Come by (call first) or handle it all by phone and e-signature.

Do you need a business license in Santa Clarita?

Short answer

Not from the City, which doesn't issue or require business licenses. Some businesses still need a license from Los Angeles County, and home-based businesses need a City home occupation permit.

Santa Clarita is one of three contract cities, with Malibu and Westlake Village, where the Los Angeles County Treasurer and Tax Collector (opens in a new tab) licenses specific business activities. The County's list includes restaurants, food establishments, motor vehicle repair, massage establishments, tobacco shops, valet parking services and locksmiths. If your business isn't on it, there's no general license to buy.

Working from home is a different matter. The City's home occupation permit comes with firm conditions: only people who live in the home may work in the business, no goods are sold on the premises, and no business trucks, trailers or construction equipment are kept on site.

Where insurance fits in

A license or permit isn't insurance. Coverage requirements usually arrive in a lease, a client contract or a permit with insurance conditions, like the film permit below. Working from home? Your homeowners policy likely covers little business property and no business liability.

What insurance does a Santa Clarita film permit require?

Short answer

A certificate of liability insurance plus an endorsement naming the City of Santa Clarita as additional insured, with at least $1 million in general liability ($2 million for drones, $5 million for manned aerial work). Proof of workers' comp is required in most cases too.

According to the City's film office (opens in a new tab), almost all filming here needs a permit, whether on public streets, City property or private property. The exceptions are news crews, family videos and shoots that stay entirely inside a certified sound stage. The film office counts 50-plus sound stages and 10-plus movie ranches in the area.

The endorsement is the part people miss

A certificate by itself won't get the permit issued. The City wants an endorsement that names it as additional insured, carries the same policy number as the certificate, and states that your general liability is primary and non-contributory: your policy pays first and doesn't ask the City's insurance to share. Ask for that wording when the policy is written, not the day before the shoot.

For how additional insured endorsements work on any policy, see our general liability insurance page.

What coverage do businesses in different parts of the valley need?

Short answer

It follows the work and the building. Industrial tenants need property, workers' comp and often commercial auto; shops and restaurants need liability and property; medical and professional offices add professional liability.

Do contractors need workers' comp to pull a permit here?

Short answer

They have to address it. California Labor Code section 3800 requires every city that issues building permits to have each applicant declare workers' comp coverage or an exemption under penalty of perjury, and contractors must show a valid certificate when the permit is issued.

Locally, that paperwork goes through the One-Stop Permit Center on the first floor of City Hall, Suite 140, or the City's online permit portal. With employees, have your certificate ready before you apply. As a sole owner with no employees, the declaration is where you say so, though some trades, roofers among them, must carry coverage regardless.

Homeowners hiring a contractor can ask to see the same proof. Licensed trades should also read contractor insurance in California for the CSLB side and workers' compensation for the coverage itself.

Already insured with us for a car or a home? Mention it. Auto insurance in Santa Clarita and homeowners insurance in the valley are separate from the business, but seeing them together helps us spot gaps, like a personal pickup that's quietly doing business work. Why independent? See independent vs. captive agents.

What changes for businesses in Stevenson Ranch or Castaic?

Short answer

Mostly the permits, not the insurance. Stevenson Ranch and Castaic are unincorporated Los Angeles County, so County rules apply instead of City ones.

The County licenses the same list of activities there, and zoning questions go to the County rather than City Hall. Insurance works the same on both sides of the line: carriers look at your address and building, not who issues your permits. The Santa Clarita Valley overview covers the rest of the valley, and we also insure businesses in Palmdale and Lancaster and Ventura by phone and e-signature.

Do I need a business license to open a shop in Santa Clarita?

Probably not from the City, which doesn't issue general business licenses. Check the Los Angeles County Treasurer and Tax Collector's list, though: the County licenses certain activities inside the city, such as restaurants, auto repair, massage establishments and tobacco shops. Insurance isn't part of that license, but a commercial landlord will very likely ask for proof of liability coverage before you get the keys.

How far ahead should I line up insurance for a film permit?

Before you apply. The film office won't issue a permit until the certificate and endorsement are on file, and it needs 3 working days for simple requests and 5 for complex shoots. If your policy doesn't already name the City as additional insured with primary and non-contributory wording, the carrier has to add that endorsement first. Call us as soon as you have locations and dates.

I run a business from my home in Saugus. Is my homeowners insurance enough?

Usually not. A homeowners policy typically covers only a small amount of business property and excludes liability from business activities, such as a client who slips on your walkway. Saugus is inside the city, so you'll also need a home occupation permit. Depending on the work, a home business endorsement, general liability or a small business owner's policy can close the gap.

Can I meet with you in person about business insurance?

Yes. We're at 25060 Avenue Stanford, Suite 240, in the Valencia Industrial Center, open Monday to Friday from 9 AM to 4 PM. There are two of us, so call (818) 909-7486 first and Brian will set aside time to go through your quotes. If you'd rather not drive over, everything works by phone, email and e-signature.

Do you insure restaurants in Old Town Newhall?

We can quote restaurants and many other Main Street businesses, depending on each carrier's underwriting. Expect questions about your kitchen, your hours and how much of your revenue comes from alcohol. A standard general liability policy excludes liquor liability for businesses that sell or serve alcohol, so that coverage is added separately. Restaurants in the city also need a business license from the County.

Which carriers do you use for local businesses?

Carriers we use for local businesses include NEXT, Travelers and Mercury Insurance. NEXT covers a wide range of small businesses and lets you manage certificates online. Travelers offers many business lines, including workers' comp and commercial auto. Mercury writes business owner's policies and business auto for offices, shops and restaurants. Each makes its own underwriting call, so we often quote two or three.
