Home Insurance in Modesto, CA, From 1920s Bungalows to Village One

A bungalow near Graceada Park and a house built in the 2000s in Village One are both Modesto homes, but an insurance company sees two different risks: different wiring, plumbing, roofs and rebuild costs. We're Brian and Dolores, an independent agency in Valencia with 30 years in insurance. Brian quotes Stanislaus County homes by phone and email and tells you plainly what each policy leaves out.

At a glance

  • Older neighborhoods such as Graceada Park, the College Area and La Loma grew out of tracts mapped from 1907 into the early 1950s, so expect questions about roof, wiring and plumbing updates.
  • A homeowners policy does not cover flood. Near the Tuolumne River or Dry Creek, price a separate flood policy early: FEMA says a new NFIP policy typically takes 30 days to take effect.
  • Earthquake damage is excluded too and needs its own policy.
  • We can quote carriers such as Mercury Insurance and Travelers for homes you live in and Steadily and Obie for rentals, subject to each carrier's underwriting.

How does the age of a house affect home insurance in Modesto?

Short answer

Older homes get more questions. Carriers want the roof's age and the condition of the wiring, plumbing and heating, and some will not write certain older systems until they are updated.

Much of the central city is old by California standards. Tract maps in the Modesto Art Museum's collection date the Wisecarver Addition around Graceada Park to 1907, Enslen Park Court to 1925, the La Loma Tract to 1934 and College Manor to 1938. Village One, on the northeast side, is a 1990s planned community whose program environmental impact report was certified in 1994.

What underwriters ask about an older house

  • Roof: age and material. An old roof can mean a higher price, a separate roof deductible or a decline.
  • Electrical: fuse boxes, knob-and-tube wiring and some older breaker panels get extra scrutiny.
  • Plumbing: galvanized pipe and past leaks, both warning signs for water damage.
  • Updates: when you replaced the roof, panel, pipes or HVAC. Receipts help.

What to double-check on a newer house

  • Dwelling limit: it should match today's rebuild cost, not the price you paid years ago.
  • Solar panels: tell the carrier, so the system is counted in your dwelling coverage.
  • Water backup: a sewer or drain backup often needs its own add-on.

How much dwelling coverage do you need?

Short answer

Enough to rebuild the house from the ground up at today's labor and material prices. That number is not the sale price and not the assessed value on your property tax bill.

The sale price includes the land, which doesn't burn, and the assessed value can sit far below today's market. Neither tells you what a contractor would charge to rebuild.

Older homes are the tricky ones. Plaster walls, wood windows and detailed trim cost more to reproduce than a plain modern build, and a rebuild must meet current codes. Ask about extended replacement cost (a cushion above the dwelling limit) and ordinance or law coverage (help paying for code upgrades).

A two-minute check

Find the dwelling limit on your declarations page. If it hasn't moved much in five years, it deserves a second look.

What happens if a big street tree falls on the house?

Short answer

Damage to the house from a tree blown down in a storm is usually covered, minus your deductible. Removing a tree that fell without hitting anything is often limited or not covered, so check how your policy treats debris removal.

This is a tree town. A 2024 Modesto Bee report put the count at about 105,000 trees, roughly 81,000 of them city-owned, and many line the streets right in front of houses. Big limbs over a roof are part of the charm and part of the risk when winter storms come through.

If a city tree damages your home, start with a claim on your own policy; your carrier decides whether to pursue anyone else. Keep up with trimming on the trees you own.

Do homes near the Tuolumne River or Dry Creek need flood insurance?

Short answer

If the house is in or near a mapped flood zone, it's worth pricing. Homeowners policies exclude flood, and a new National Flood Insurance Program policy usually takes 30 days to start, so it has to be in place before the water rises.

The Tuolumne runs along the south edge of town and has caused trouble before. When the Don Pedro Reservoir spillway opened in 1997, Modesto saw major flooding, and in March 2023 officials ordered evacuations along River Road as the river neared flood stage. City staff warned in December 2025 that Dry Creek, which meets the Tuolumne near downtown, can back up when the river rises.

Look up your address on FEMA's Flood Map Service Center (opens in a new tab), then ask us about flood options. A house outside the high-risk zones can still flood, and flood policies are sold there too.

Don't wait for the forecast

With a 30-day wait, buying flood coverage once the river is already rising is usually too late. Decide in summer or early fall.

What else should a Modesto homeowner check?

Short answer

Earthquake, liability, the air conditioner, and any use of the property besides living in it. Each can need a separate policy or an add-on.

  • Earthquake: excluded from homeowners policies. The California Earthquake Authority sells quake policies through participating insurers, and private options exist. See earthquake insurance in California.
  • Pools and liability: a backyard pool or a dog raises your liability exposure, so ask about higher limits or an umbrella policy.
  • The AC in July: a homeowners policy won't replace a worn-out air conditioner. Some carriers offer an equipment breakdown add-on.
  • Rentals: a house or duplex you rent out needs a landlord policy, which we can quote through carriers such as Steadily and Obie.
  • Home business: work equipment and client visits may fall outside a homeowners policy; a small business policy can fill the gap.

Which carriers can we quote, and how does the process work?

Short answer

Carriers we can quote include Mercury Insurance and Travelers for homes you live in, and Steadily and Obie for rentals. We collect the details by phone or email, compare what each carrier will offer, and send the one you pick for e-signature.

How much is home insurance in Modesto?

It depends on the house more than the city. Carriers price the rebuild cost, the condition of the roof, wiring and plumbing, your claims history, and the deductible and coverage you choose. A 1930s home with original systems and a 2000s home with a newer roof can land far apart, so we quote your actual house instead of averages.

Does homeowners insurance cover flooding from the Tuolumne River?

No. Standard homeowners policies exclude flood, and that includes river water, a backed-up Dry Creek and heavy rain pooling around the house. Flood coverage comes from a separate policy, usually through FEMA's National Flood Insurance Program, and a new policy typically takes 30 days to start. Check your flood zone on FEMA's map site and buy well before the rainy season.

Is it harder to insure an older home in the College Area or near Graceada Park?

It can take more paperwork. Carriers ask more questions about homes from the 1920s through the 1940s, especially about the roof, the electrical panel and the plumbing, and homes with documented updates have more options. Send us what you know about past upgrades, even rough years, and we'll match the house to the carriers most likely to write it.

Who pays if a city street tree falls on my Modesto house?

Start with your own homeowners policy. If wind or a storm brought the tree down onto your house, the damage is usually covered under your dwelling coverage, minus the deductible, no matter who owns the tree. Your insurer can then decide whether to seek repayment from anyone responsible. Take photos, protect the house from further damage, and report the claim promptly.

Is earthquake insurance worth it for a Central Valley home?

It's your call, since no law requires you to buy it. What matters is that your homeowners policy won't pay for earthquake damage. Quake policies come from the California Earthquake Authority through participating insurers or from private carriers, and the deductible is usually a percentage of the dwelling limit rather than a flat amount.

Can you insure a rental house I own in Stanislaus County?

Yes, we can quote landlord policies through carriers such as Steadily and Obie, two built around rental property. A landlord (dwelling) policy covers the building, can include lost rent after a covered loss, and carries liability for you as the owner. Your tenants need their own renters policy for their belongings.

Do I need to come to your office to sign a home policy?

No. Our office is in Valencia, about 280 miles away, and every step works remotely. We take the details by phone or email, send the quotes to compare, and the application goes out for e-signature. If the carrier wants roof photos, you can send them from your phone.
